South Africa’s Crop Estimates Committee has slightly raised its forecast for the 2024 maize forecast. The data released last week by the Committee showed a mild upward adjustments in the crop size from last month’s figures. The El Niño-induced drought and heatwave in February and March hit crops hard in Southern Africa  and we harvested 19% lower than last year because of the heat waves which has thankfully faded. To elaborate what this means for South Africa, and whether South Africa will be able to meet regional demand for white maize we’re joined by Wandile Sihlobo, chief economist at the Agricultural Business Chamber of South Africa and a senior fellow in Stellenbosch University’s Department of Agricultural Economics.

South Africa's African National Congress (ANC) lost a legal bid to stop the MK party from using the name and logo of its former armed wing.The governing party had argued that uMkhonto we Sizwe (MK), headed by former President Jacob Zuma, had breached the trademark law. But the Durban High Court disagreed, allowing the use of the name, which translates as Spear of the Nation. It is a significant victory for the MK party ahead the 29 May general election. It ha been noted that neither the ANC, nor the MKP could prove to court that they could claim the trademark, because they had both failed to register it as a trademark. A search on the Companies and Intellectual Property Commission (CIPC) website proved that the logo trademark belonged to Legacy Projects. The CIPC is the legal custodian of trademarks and intellectual property. If youre asking what does all of this mean? South Africans are paying significantly more on their bonds and to service their debts due to the South African Reserve Bank’s (SARB) interest rate hikes – which were never needed. An economist has warned South Africans that they are paying the cost of an unnecessarily harsh monetary policy, which is costing households at  least R4,000 a month. This is the view of Dr Roelof Botha, an economist, a part time economics lecturer at the Gordon Institute of Business Science (GIBS) and is the Economic Advisor to the Optimum Financial Services Group, says that South Africa’s interest rates do not need to be as high as they are and he joins us to elaborate why he say that.

Transport minister Sindisiwe Chikunga says e-toll debt will not be written off. Gauteng motorists will continue to be liable to pay their historic e-tolldebts afterthe tolls are switched off in Gauteng. Minister Chikunga acknowledged that the resistance to e-tolls by motorists and other stakeholders suggested government could have consulted widely and done things differently, but said it was “water under the bridge”. She said the user-pay principle remains government policy and e-toll debt will not be written off. However, the question of recovering the debt is a sticky one that requires further discussion. Home affairs minister Aaron Motsoaledi says the cabinet has approved a white paper overhauling the country’s immigration laws after “robust engagements” that resulted in “wide support” of the document’s policy positions. The ‘White Paper’ was published in the Government Gazette for public comment in November 2023. It proposed a complete overhaul of the Citizenship Act, the Refugees Act and the Immigration Act, and called on the government to introduce single legislation to address the new challenges facing the country. In South African company law, courts have the power to declare directors delinquent. This remedy was introduced as part of the overhaul of South Africa’s corporate law regime in 2011. It is a remedy available to shareholders and other stakeholders to hold company directors accountable. The adopted delinquency order is meant to raise standards of good behaviour expected of directors. It also protects the public from incompetent and dishonest directors. The National Assembly (NA/Parliament) has taken a significant step by adopting a transformational amendment to its rules and guidelines for petitions. According to the country's highest legislative body, these regulations have been introduced to foster more open, transparent and responsive legislative processes. Previously, public petitions required an MP to act as an intermediary between the House and a member of the public. This decision has been as a progressive by parliament. The questions remains on how this will work, seeing that we had the Public Protector’s office and the National Council of Provinces where citizens could be able to voice that grievances. What happens to the other institutions? Will people still be able to access them? How will the process work? The Publishers’ Association of South Africa (PASA) has launched an anti-piracy campaign on 4 March 2024 to highlight the wide-ranging effects of illegal downloading, sharing and using of pirated material.  PASA’s anti-piracy campaign seeks to raise awareness across print and social media channels, with the cooperation of South African universities. It is also looking out to combat the intellectual property theft, safeguard the rights of authors and publishers, ensure that creators are fairly compensated for their contributions to the literary landscape. The Electoral Court has set aside the decision by the Electoral Commission of SA (IEC) to bar former president Jacob Zuma from contesting a parliamentary seat, paving the way for him to run for a seat in the National Assembly after the 2024 national and provincial elections next month. This is after the uMkhonto weSizwe (MK) party appealed on Monday against the IEC’s decision to bar Zuma from being one of the party’s candidates to parliament after the general elections on May 29. Vicarious liability is a doctrine of law under which one person is liable for the wrongdoings of another. In the workplace, this means an employer may be found liable for an employee's unlawful actions, provided the wrongdoing was carried out in the course of employment. In South Africa, employers are held vicariously liable for the acts of their employees if it can be proved that said acts occurred within the course and scope of employment. The Defend our Democracy Movement launched a national civil society campaign called Election Watch from last year. Election Watch is aimed at observing and pronouncing on the integrity of the upcoming 2024 elections in South Africa. This year marks 30 years of democracy and in the last three decades and we have seen positive change, development and transformation, but also failure: state capture, corruption, unemployment and poor service delivery. The 2024 elections will be the most contested yet; as a result we want organisations and ordinary people to come together to protect the integrity and credibility of the elections. The Commissioner of the Border Management Authority (BMA), Dr Michael Masiapato today held a media briefing to outline the accelerated security control measures at the ports of entry during Easter period.  The BMA, which is the third law enforcement service in the Republic, announced border control issues and deployments, requirements for travellers as well as adjusted operational hours at the ports. Mapisa-Nqakula, former Minister of Defence, faces accusations of accepting bribes totalling R2.3 million from a Department of Defence supplier. The alleged incidents occurred during her tenure as minister of defence before she was redeployed to Parliament in 2021. She denies the corruption allegations.

The operation by the National Prosecution Authority (NPA) Investigating raided the home of National Assembly speaker on Tuesday, 19th March 2024, as part of a corruption inquiry against her. The Speaker steadfastly upholds her strong conviction of innocence, and reaffirms that she has nothing to hide," adding that the search at her residence lasted over five hours. The DA has tabled a formal motion of no confidence against embattled National Assembly speaker Nosiviwe Mapisa-Nqakula who announced on Thursday that she had taken special leavefrom herposition as speaker and from the ANC. So far, the DA’s motion of no confidence against Mapisa-Nqakula has not been scheduled in the updatedparliamentary calendar, nor is there any indication of whether the ethics committee has finalised its deliberation on the ethics complaint against her in relation to the defence-related corruption claims. 

Without an ethics report adopted in the House, all outstanding matters lapse by the end of the parliamentary term. Put simply, if the no confidence motion and ethics complaint are not finalised by  this Thursday, they simply fall away. It is unlikely that a new post-29 May Parliament will revive these since Mapisa-Nqakula is not on the governing ANC’s election candidates lists and will not return to domestic public life.
