There will be a sharp rise in the number of distressed property assets being brought to market this year, according to Watling Real Estate director Jamie Lamond. Lamond, who is the Radius dealmaker of the month for March with 160,000 sq ft of disposals, says that although the lending markets are structured very differently compared to previous downturns, appointments of administrators and receivers have begun to surge this year and tougher times lie ahead. He identifies hospitality and the high street as particularly vulnerable, but also expects problems for some assets in the logistics sector as well as London’s office core. However, Lamond believes the situation will not be as profound as the global financial crisis of 2007-2008 due to the weight of money still in the market.

In this 20-minute discussion, we dive into what the pair hope to achieve with the fund, how we need to redefine how the real assets industry utilises technology to address sustainability issues more widely and the changing nature of investment.

High streets are awash with opportunity for occupiers willing to take advantage of historically low start-up costs and find new ways of using space, according to Flude surveyor Alice Masterman. Operating from Flude’s Portsmouth office, Masterman was 2023’s top individual dealmaker in the Radius rankings for the South East region. She transacted 86 deals and more than 150,000 sq ft of space. Masterman says the relatively high cost of industrial space means many brands which become online-only are now taking advantage of low retail rents and returning to the High Street. She also believes the health sector, from aesthetics to dentistry, is playing an increasingly important role in the overall mix.

The industrial sector has begun the year with a degree of caution but activity is hotting up in the small to medium size end of the market as opposed to sheds, according FHP joint founder and director John Proctor. Proctor is EG’s Dealmaker of the Month for February after finishing the month top of the individual dealmaker Radius Rankings, with 116,155 sq ft of space either let or sold. He says there are reasons for cautious optimism for the industrial sector, with demand picking up since the turn of the new year, particularly for units up to 50,000 sq ft. He also welcomes the fact that ESG has become intrinsic to the market, extending right the way down to the process of obtaining finance.

English and Scottish law have increasingly diverged in recent years, not least in property law. To talk listeners through those key differences, EG’s Sarah Jackman is joined by Daniel Black, barrister at Falcon Chambers. Following an overview of the basic differences between the two systems, they discuss three key areas of practice: residential tenancy law; energy efficiency; and building safety. Glasgow’s industrial market is in rude good health, with demand outstripping supply leading to strong rental growth and high deal volumes, according to GM Brown Property Consultants founder and director Gregor Brown. With 134 deals over the line in 2023, Brown was the UK’s biggest individual dealmaker in the Radius On Demand Rankings, letting more than 300,000 sq ft of space across all major use types in and around Glasgow. Brown also says Glasgow has a glut of vacant office space and believes much of this may need to be repurposed for alternative use. He says there are various BTR developments in the pipeline for Glasgow city centre which he believes will prove important in bringing back demand for the city’s shops, bars and restaurants.

“Don’t be afraid to push yourself and put yourself out of your comfort zone” is just one piece of advice Rider Levett Bucknall’s Carolyn Brady has for developing a career in the sector. In a wide-ranging discussion with Bricks & Mortar host Sarah Jackman, Carolyn reflects on her journey in surveying, what it means to win the RICS Matrics Surveyor of the Year award and why it is important to give back to the industry that she loves. She also discusses her work as a STEM ambassador and the joy of opening young people’s eyes to the possibility of a career in the sector.

The North East’s office sector is defying the tentativeness of the broader market thanks to the vibrancy of its town centres and the region’s strong transport links, according to Patrick Matheson, partner at Knight Frank’s Newcastle office. Matheson is the UK’s highest-placed office agent in the Radius On Demand Rankings for January, with 38,727 sq ft transacted across seven deals. He believes occupiers are now more settled in how they want to operate space post-pandemic, and says workers are welcoming the return thanks to the ease of commute and the pull of the city centre. Although availability in Newcastle city centre is tightening, Matheson says there are requirements for a further 230,000 sq ft of space across the North East, making him optimistic about the year ahead.

Jess Harrold is joined by Rebecca Francis, associate director at Osborne Clarke, to discuss the most significant decision yet under the Building Safety Act 2022: Triathlon Homes LLP v Stratford Village Development Partnership and others, involving remediation of cladding that poses a fire safety risk at five residential blocks in the former Olympic Village in east London. Francis talks through the various parties involved and the remediation contribution order applied for, and explains how the First-tier Tribunal made its decision on where the responsibility for footing the bill for remediation works should lie. According to Francis, the decision really "shines a light" on the importance of the 2022 Act and its implications may come as a "bit of a shock" in particular for building owners and landlords that were not involved in the construction of a relevant building.

Today's episode of Bricks & Mortar features the story of residential surveyor, Neil Trewick, who tells EG's Sarah Jackman how he changed his career from teaching to real estate. He discusses his motivations, the practicalities of studying while still working in teaching and why he has no regrets about making the move and setting up his own practice.

Teesside is in a period of dramatic development and reinvention thanks to huge sums of public investment through which it is establishing itself as a player on the world stage, according to Parker Barras founder and director John Taylor. Middlesbrough agency Parker Barras sits at the top of the Radius On Demand Rankings for 2023 in the two counties which Teesside straddles: in North Yorkshire it let or sold 136,549 sq ft of space across 43 deals, while in County Durham it is out in front in deals numbers, with 15 through which 33,950 sq ft of space was transacted. Taylor believes developments such as Teesside’s freeport are prompting an unprecedented level of international interest and it will spark a boom in the local supply chain which will have far reaching benefits for commercial property across the entire region.

This week’s guest on Bricks & Mortar is James Simondson, associate director in the strategic communications team at planning and development consultancy Turley, who discusses the growing importance of social value and how it can be delivered through the planning process. Simondson emphasises the importance of community engagement in the process and talks through examples of how that might look in practice. He also discusses Turley’s approach to delivering social value, as well as reflecting on how strong credentials in the field can help to attract and retain talent in a business.

In on the Act kicks off its 2024 series with a deep dive into the Leasehold and Freehold Reform Bill. Part of the government’s commitment to leasehold reform, the Bill was introduced in November 2023 and is now working its way through the Parliamentary process. To unpack its detail, EG’s Sarah Jackman is joined by Stephen Jourdan KC, barrister at Falcon Chambers, who sets the scene by discussing the drivers for leasehold reform and recent work undertaken by the Law Commission in the area. He then details the main provisions set out in the Bill, including changes to the lease extension term for houses and flats, as well as covering other elements such as the administration of service charges and buildings insurance costs. He also highlights the Bill’s omissions, notably commonhold and a ban on new leasehold property. But with a general election looming, how likely is the Bill to make it onto the statute books in 2024?

Oxford Street has long been the backbone of London’s retail scene. It has been the capital’s high street for decades, but over recent years has lost some, if not all, of its shine. Covid hit the street hard and if you believe everything you read in some of our less expert media, the street is now full of Candy Stores and tacky souvenir shops. The truth, of course, is something quite different. Oxford street is very quickly being reborn, with a fresh mix of retailers, a fresh mix of uses and a more focused curation from those that own and operate the street. Vacancy rates are falling, more than 23 candy stores have disappeared from the street – with more to come – some 19 new stores have opened on Oxford Street over the last year and 22 more are under offer. Investor demand for hotels in the tourist hotspots and national parks of the south coast sparked a recovery in the transactional hotel market, which has now returned to pre-covid levels of activity, according to Christie & Co regional director of hospitality south Ed Bellfield. Christie & Co comfortably leads in the Radius On Demand Rankings for investment sales in the hotel and leisure sector, with almost £70m of sales across 43 deals for the UK as a whole. It also leads the sector's investment rankings in both the South West and South East. Bellfield says the transactional market for hotels ground to a half in mid-2020 but recovery came first to the tourist destinations on the south coast – where visitor numbers were bolstered by city dwellers looking to escape their urban environments - before spreading to the larger towns and cities. He also says there is a healthy development pipeline for new hotels, with environmental performance now a critical factor.

Brighton’s reputation as a home of the cool and the quirky - with a little help from more flexible Class E provisions - have helped the south coast city remain buoyant through turbulent times, according to Eightfold commercial property director Max Pollock. Eightfold currently sits at the top of the Radius On Demand Rankings for lettings and occupational sales across Brighton. It has disposed of 50,395 sq ft of space across 34 deals so far in 2023, which is more than any other agent on both counts. Pollock says Brighton’s office and retail markets are thriving thanks to its independent ethos and its strength as a place for start-up businesses. As such, he believes recently announced plans by the city’s council to create large Grade A office spaces overlook what Brighton does best.

Associated British Ports is searching for a national agent to work alongside regional specialists so it can press the accelerator on commercial opportunities across its estate of 21 sites in the UK, according to its Humber head of property Greg Lacey. ABP has launched a property growth strategy in which it aims to considerably increase revenues from commercial occupiers. Lacey believes ports provide a mixture of connectivity and competitive land prices allied with the incentives on offer through the freeports initiative that will make them a force to be reckoned with over the next decade. He also believes ports can be a driving force in the race to net zero with a number of renewable technologies on site that can offer green and competitively-priced energy to ABP’s growing roster of commercial tenants.

Jessica assumed the head of UK role in June 2023 following a career in real estate investment management, most recently as DWS’s head of European portfolio management and head of UK real estate group – a role that she retains. Outgoing chair of the Climate Change Committee Lord Deben - perhaps known better to some listeners as former environment secretary and EG columnist John Gummer - speaks to EG's Piers Wehner in the latest episode of the politics and property podcast.  In a wide-ranging interview he talks about why he believes the government has failed to deliver on its green promises, why we need a Department for Land Use, what he would do to compel developers to be more green, and why he supports Just Stop Oil.  Plus what he would do if he were back in government, and what he wishes he had done better as Secretary of State.  “We are now at risk [from climate change] in a way which we have never been before, and we also know what we have to do," he says. "This is a challenge to humanity which will make or break us. And at the moment, it's breaking us."

The winners of the annual ULI Hines Student Competition – Europe 2023, have recently been announced, with a team from the University of Manchester scooping the top prize. Sarah Jackman catches up with one of the winning team of four, Nimrah Maryam, along with Brian Moran, senior managing director and head of Hines in Ireland as well as member of the jury for the competition, and Emanuel Rebelo, senior associate at Hines and past winner of the ULI Hines student competition. They discuss the benefits of entering a collaborative project-based competition, what it’s taught them and how those learnings can be applied to professional life. As Moran says: “I am constantly surprised at the talent we see coming through. We insist on diversity – gender and disciplinary – because when they work together and realise that they have to collaborate to bring the best out in one another, it’s quite astonishing what happens. When you see the team working together, you see the passion and the energy come through.”

Bottlenecks in the planning system are a bigger obstacle to the Shropshire market than the UK’s broader economic woes, according to Towler Shaw Roberts partner Toby Shaw, who believes demand is very much there for quality developments once they finally get built. Towler Shaw Roberts sits comfortably at the top of the Radius On Demand Rankings for Shropshire, with 75,153 sq ft of space transacted across 38 deals so far this year. Shaw highlights Shrewsbury’s historic Flaxmill Maltings - the world’s first iron frame building which has been imaginatively redeveloped by Historic England for office use and is now attracting record rents for the town - as evidence that demand is there. However, he also believes the market is being hampered by a planning system which means developments are waiting years for work to even start on site.

Newcastle has redrafted its office offering with a much stronger focus on amenities and environmental performance and is finding occupiers are willing to pay healthy rents in return, according to Parker Knights founder and director Michael Downey. Despite only launching last year, Parker Knights is the highest placed regional agent in the Radius On Demand Rankings for offices in the North East, with 50,207 sq ft transacted so far this year. It is also the top regional player in the Newcastle office rankings, with 20,424 sq ft let or sold in 2023. Downey believes build costs are thwarting a lot of development in the region but he says tenants will still pay for the correct offering. He also points out there are now Grade A office offerings in Sunderland and Durham, meaning Newcastle is no longer the only game in town for the wider region.

Suffolk is showing its resilience to the gathering economic storm clouds thanks in large part to the influence of Britain’s busiest container port, Felixstowe, which is boosting activity levels across the logistics and warehousing sector, according to Penn Commercial founder and managing director Vanessa Penn. Penn Commercial, located in Ipswich, transacted the most space in Suffolk in 2022 and currently sits in second place in the 2023 On Demand Rankings for Suffolk, with 44,205 sq ft transacted across 14 deals. According to Penn, logistics and non-food retail warehousing are performing strongly this year, although activity levels in high street retail and offices has slowed, while most speculative development has been put on hold until costs come down. She believes the key thing for agents in the current climate is to keep the short to medium term churn of deals going and not get bogged down in longer term projects where planning can be time consuming.

What once might have been a nice-to-have in terms of a real estate project’s environmental impact will soon be a must-have. From November, any commercial development will be subject to a planning condition requiring developers to show how they can increase biodiversity onsite by at least 10%. It marks the first time such a requirement will be statutory rather than voluntary. As Birmingham’s leaders map out a path for transforming the city, one project looks set to set the tone in terms of scale and ambition. The 42-acre, £1.9bn Smithfield project will eventually have 3,000 homes, 1.7m sq ft of commercial space and 40,000 sq ft of space for commercial use. Some 1,000 trees will green the city centre site, a new home for historic markets will be built and a new plaza, Festival Square, will be able to hold 8,000 people.
